Mr Rooney is an expert in infrastructure development, new business establishment and growth, economic development, and investment management. He received his secondary education in England and a BSc in Civil Engineering at Imperial College, London. He received his MBA in Business Administration from Harvard Business School in 1983. He received the Taeguk Award in 1999 from the Korean Government for his personal contributions to Korea's economic and financial recovery after the 1997 Asian Crisis, and was awarded Honorary Citizenship of Korea in 2006.

Mr. Rooney has deep ties with companies investing directly in Korea. He established the first foreign-owned investment management company in Korea, and grew it successfully to over $4 billion in assets under management (AUM). Today the business manages over $9 billion in client funds and remains the largest foreign fund manager in Korea. He has served as President, CEO and Chief Investment Officer for Templeton funds in Korea, and Director and Member of the Investment Committee for Macquarie Korea Opportunities Management Company in Korea, managing over $4 billion of infrastructure assets.
